CHIEF STRATEGY OFFICER
Frank M. Rapoport is a senior partner and a leader in Peckar & Abramson’s Public-Private Partnerships practice group. He works in the firm’s New York and Washington D.C. offices, as well as the newly established firm location in the Philadelphia area.
Mr. Rapoport concentrates his practice on construction, government contracts, infrastructure development and public-private partnerships (P3s). He represents project sponsors, equity investors, lenders and contractors in connection with transportation, social infrastructure, energy, water and parking projects in the United States.
Mr. Rapoport is highly regarded for strategizing and implementing successful business-capture plans for clients pursuing P3, design-build and complex infrastructure projects. He combines a deep understanding of the legal and political framework for P3s with the experience of having handled big-ticket government contracts and construction litigation. His knowledge and respect for the political issues in P3 deals have led to many successful collaborations with key government officials.
John Parkinson is the Executive Director of AIAI – the Association for the Improvement of American Infrastructure. AIAI serves as a national proponent to facilitate education and legislation through targeted advocacy. AIAI believes that effective and well-planned advocacy can provide legislative leaders with the knowledge they need to make informed decisions about all of the benefits of public private partnership - economic development, life cycle cost savings, risk transfer and accelerated project delivery.
These Urban Land Institute local initiative councils were designed to create a topically focused, multi-disciplinary group of mid and senior level professionals, involved in specific facets of commercial real estate, committed to developing trusted connections and sharing best practices. ULI New York’s Housing, Infrastructure and Sustainable Building Councils provided a forum for information exchange among peers on the “state of the art” within the development and investment arena.
Prior to joining the staff, he was a member of ULI, where his prior work included providing technology and services to the real estate industry. Those experiences included founding and running a business that provided document and drawing imaging services, as well as an on-line property management marketplace providing the economic advantages of electronic commerce. He has twenty five years of professional leadership and management experience in organizations ranging from start-ups to Fortune 200 firms, not-for-profits and the public sector.
Director of Operations
Lisa Buglione is Director of Operations and Development for AIAI. With more than 20 years of high-profile management and operations experience, Ms. Buglione oversees every aspect of AIAI’s operations and national public outreach initiatives. From coordinating regional and national conferences to creating game-changing organizational operations strategies, Ms. Buglione is instrumental to AIAI’s rapid growth in terms of membership, brand awareness and prolific organizational expansion across the country.
Ms. Buglione is also currently Vice President of Marketing and Business Development of Star America – one of the country’s preeminent infrastructure asset management firms. She was previously Director of Marketing and Corporate Communications for Allied North America, one of the country’s largest national construction insurance brokerages, overseeing the coordination and communication of the firm’s internal departments and client relations.
There, Ms. Buglione spearheaded the creation and launch of a new national external and internal branding strategy. Proving herself as interactive, collaborative and consultative leader, she assembled, coached and inspired cross - functional teams, consistently identifying and translating customer needs, market opportunities and industry dynamics into timely, value - added, customer - centric solutions that drove revenue, profit, market share and shareholder value.
In addition to directing AIAI’s operations and business development, Ms. Buglione plays a vital role in leading the organization’s nationwide recruitment efforts with analytical project and client research, current market conditions analysis and legislative liaising to help build the organization’s support structure while concurrently promoting national Public Private Partnership (P3) growth.
