Mr. Dennis has 20 years of experience in Highway Operations & Maintenance and Construction Management. As a Project Manager, Mr. Dennis led a team of 30 employees and 20+ subcontractors with varying education and experience to successfully perform outsourced O&M services, including Snow Removal and Incident Response for 1,000+ lane-miles on multiple Interstate Highways and Toll Roads for over twelve years. In addition to Highway Maintenance, Mr. Dennis served as Construction Manager for multiple site projects for four years, P3 O&M Estimator for two years, and Project Engineer for a large Mid Atlantic site and utility contractor.

Mr. Dennis graduated with a B.S. in Civil Engineering from Virginia Tech. Mr. Dennis is a licensed Professional Engineer in Virginia and also holds the Construction Specification Institute’s Certified Documents Technologist designation. Other certifications include NIMS-700, ACI Concrete Technician, VDOT Intermediate Work Zone Traffic Control, VDOT Guardrail Installation, Replacement and Repair.

Mark Romoff is President and Chief Executive Officer of The Canadian Council for Public-Private Partnerships (CCPPP). Established in 1993, CCPPP’s mission is to promote innovative approaches to infrastructure development and service delivery through public-private partnerships with all levels of government.

Previously, Mark was founding President and CEO of the Ontario Centres of Excellence, Canada’s leading innovation, technology commercialization and entrepreneurship development organization.

Over his twenty five year career with the government of Canada, Mark served as Executive Director in the Department of Industry and as a senior diplomat in the Department of Foreign Affairs and International Trade, serving in Nigeria, Mexico, Malaysia, Japan and the United States.

He is a member of the Board of Directors of the Central Canadian Public Television Association (PBS-WNED), the Empire Club of Canada, the i-CANADA Governors Council; the World Economic Forum “Strategic Infrastructure Initiative” Advisory Committee; and is Vice-Chair of the United Nations Economic Commission for Europe Team of Specialists on Public-Private Partnerships Governing Council.

He earned a Bachelor of Science from McGill University, a Masters in Applied Science from the University of Waterloo, and is a graduate of the Harvard University Kennedy School of Government Senior Executives Program and the Directors Education Program of the Canadian Institute of Corporate Directors and holds the ICD.D (Certified Director) designation. Mark is also a recipient of the 2012 Queen Elizabeth II Diamond Jubilee Medal.

Michael F. McNally recently retired as one of nine members of Skanska AB’s Senior Executive Team responsible for Skanska’s $20 billion global operations. As President and CEO of Skanska USA Inc., he was directly responsible for Skanska’s US Construction Operations, USA Building, which specializes in building construction and Skanska USA Civil, which is focused on industrial and civil infrastructure work. From 2009 through 2012, Mike was also responsible for Skanska’s US Commercial Development operations and all Skanska activities of its 11,000 employee Latin American unit.

Under Mike’s leadership, Skanska grew and strengthen its presence in the U.S., with more than 10,000 employees in 39 offices and more than 800 active projects across the country, generating $7.3 billion in construction revenue in 2014 making the US operation the largest and most profitable in Skanska (43% of Skanska’s global construction profit). Under Mike’s leadership Skanska USA grew to be the second largest domestic building contractor and third largest domestic heavy civil contractor.
