Seth is AIAI’s Director of Strategic Initiatives and Programs.

Seth was the first Director of the Office of Public-Private Partnerships for the District of Columbia. Prior to this appointment he was a P3 advisor and Director of Operations for the Institute for Public-Private Partnerships (IP3). Before joining the IP3 team, Seth was with the Jacobs’ National Transportation Consultancy team. As an independent consultant before Jacobs he assisted national and international private sector firms enter the Public-Private Partnerships market as an independent consultant.

Prior to undertaking independent consulting, Mr. Miller Gabriel was the Deputy Executive Director of the National Council for Public-Private Partnerships (NCPPP). Before serving the P3 community at the NCPPP, Mr. Miller Gabriel was a member of KPMG’s Global Infrastructure and Project Group, a leading ‘Big Four’ Public-Private Partnerships consulting team.

Beyond serving as an advisor to private sector firms in every sector and governments at all levels, Seth has worked to professionalize the P3 field. He has co-authored works on the topic, hosted foreign delegations with the State Department Visitation Program and co-founded a professional association of professionals in the field.

Seth holds a BA (Political Science) from Washington College and a MPA (Government Business Relations) from the School of Public Policy & Policy Administration at the George Washington University.

Mr. Singer currently serves as Executive Vice President for Hunt Companies, Inc. In this role, Mr. Singer is responsible for identifying, negotiating, structuring and managing strategic opportunities for Hunt and its affiliates. He serves on the Hunt Companies Inc. finance and executive committees and on the board of several Hunt affiliates. Mr. Singer has more than 30 years’ experience in the financial services industry, including senior roles in fixed income capital markets, real estate finance, and investment management.

Prior to joining Hunt, Mr. Singer was the co-founder and Managing Partner of Forsyth Street Asset Management, a specialty investment advisor focused on opportunistic strategies in public finance, real estate, affordable housing and renewable energy finance. He also spent 25 years at Lehman Brothers, serving as a Managing Director in senior roles in the Fixed Income Division and the Global Real Estate Group.

Mr. Singer received his BA in Economics from Wesleyan University in Middletown, Connecticut.

John McArthur has degrees in Urban Planning and Landscape Architecture.  After practicing these professions for some time, he took a career turn in 1990 when he joined a major real estate development company as Vice President of Development.  In this role he was responsible for major projects across Canada.  He has been a member of senior management in engineering and construction companies as well as president of a Project Management firm, and prior to joining Kiewit, President of Bilfinger Project Investments in North America.  When he joined Bilfinger he established offices in Toronto and Vancouver and over the course of 8 years built an organization that was the leader both within Bilfinger and in North America in terms of projects completed in capital value at over $4 Billion in the P3 infrastructure space.  These projects included Golden Ears Bridge, Kicking Horse Pass, North East Stoney Trail, North West Anthony Henday, Kelowna and Vernon Hospitals, and Women’s College Hospital.  McArthur is experienced and  knowledgeable at all levels of organizational dynamics as well as development, finance, design and construction of major infrastructure projects ranging in size from below $100M to above $1B.   

In October 2011 Mr. McArthur joined the Kiewit organization as President of Kiewit Development Company.  He is responsible for the company’s equity investments in infrastructure in the context of the P3 delivery model for infrastructure throughout North America. 

He is a Board member of the Canadian Council for Public Private Partnerships (CCPPP), and is Secretary Treasurer of the newly formed Association for the Improvement of American Infrastructure (AIAI).  He is a past Non-executive Board member of Bilfinger Berger Civil Construction in Canada, and a former member of the Management Executive of Bilfinger Project Investments globally.

Marshall Macomber is AIAI’s Senior Policy Advisor and President of ThinkP3, where he brings his deep knowledge of Federal policy, the legislative process and political communications to help grow the P3 marketplace. Prior to ThinkP3, Macomber served in government for over twelve years in Washington, DC, working in the U.S. House of Representatives as a top aide to a senior Member of Congress. Macomber started ThinkP3 after seeing the potential for Public-Private Partnerships to help provide government services in tight fiscal environments.

In government, Macomber was Chief of Staff to Congressman Mike Rogers of Alabama. He oversaw all legislative and communications strategy for Rogers, a senior Member of Congress serving on the Agriculture, Armed Services and Homeland Security committees. Rogers was also the founder and co-chair of the Congressional Caucus on Public-Private Partnerships, or P3 Caucus. Macomber was also a Rail Policy Advisor on the Homeland Security Committee under Chairman Peter King (NY). Before being appointed Chief of Staff, Macomber served as Rogers’ Press Secretary. Outside of government, Macomber has been active in political campaigns, helping raise money and providing strategic advice for Congressional candidates. Prior to his career in government, Macomber worked for C-SPAN Television in community relations, marketing and media.

Mark Romoff is President and Chief Executive Officer of The Canadian Council for Public-Private Partnerships (CCPPP). Established in 1993, CCPPP’s mission is to promote innovative approaches to infrastructure development and service delivery through public-private partnerships with all levels of government.

Previously, Mark was founding President and CEO of the Ontario Centres of Excellence, Canada’s leading innovation, technology commercialization and entrepreneurship development organization.

Over his twenty five year career with the government of Canada, Mark served as Executive Director in the Department of Industry and as a senior diplomat in the Department of Foreign Affairs and International Trade, serving in Nigeria, Mexico, Malaysia, Japan and the United States.

He is a member of the Board of Directors of the Central Canadian Public Television Association (PBS-WNED), the Empire Club of Canada, the i-CANADA Governors Council; the World Economic Forum “Strategic Infrastructure Initiative” Advisory Committee; and is Vice-Chair of the United Nations Economic Commission for Europe Team of Specialists on Public-Private Partnerships Governing Council.

Richard T. Anderson, recently retired as President of New York Building Congress. Prior to accepting the role at the Building Congress in 1994, Anderson served as executive director of The Dallas Plan and as president of the Regional Plan Association.
