City of Stamford publishes RFQ for P3 for Stamford Public Schools

January 10, 2020: The City of Stamford (CT) has published the first of several Requests for Qualifications (RFQ) for their proposed Public-Private Partnership Plan for Stamford Public Schools.

RFQ No. 791 will be used to select an Owner’s Representative/Construction Management/Project Management (PM) firm for the project administration of Stamford’s Public/Private Partnership design, construction and management of potentially 1,000,000 square feet of new public school space.

The PM that is selected for this project will be involved in all aspects of the project, beginning with strategy input and the drafting of the initial RFQs/RFPs used to select the private partner.  PM work will continue through design, construction management and oversight, design of maintenance plans and final commissioning of the new schools.

The Stamford Asset Management Group (SAMG) is engaged in rolling out a different approach from its traditional model of school construction and maintenance.  This new design, build, finance and maintain (DBFM) model (the Project) for its public school facilities involves the sale-leaseback of existing city-owned real estate to a private partner.  The PM would represent the interests of the City of Stamford (the City), as tenant.  The Private Partner, as owner, would be responsible for design, construction, financing and maintenance—including all interior custodial maintenance, exterior grounds maintenance and all capital improvements over the length of the long-term lease.  At the conclusion of the term of the lease, all ownership of the building structures and land will revert back to the City.
